Brookley by the Bay Receives $9 Million in State Funding

Brookley by the Bay is moving forward with $9 million in state funding for the Southern Activation Zone, Phase 1b. Governor Kay Ivey announced the award on Thursday, August 20, as part of more than $52 million in GoMESA funding for 21 coastal Alabama projects.

The Gulf of Mexico Energy Security Act (GoMESA) shares revenue from federal offshore oil and gas leases with Gulf Coast states. The Alabama Department of Conservation and Natural Resources administers the state’s share, with approval from the Governor’s Office.

This is the second GoMESA award for Brookley by the Bay’s Southern Activation Zone. The project received $3.5 million in state GoMESA funding in 2025, bringing total state support for this project to $12.5 million.

Brookley by the Bay received the largest single award in this year’s round of funding. The park, a 98-acre waterfront site along Mobile Bay’s western shore, is being developed in phases following the 2023 master plan process that drew input from more than 300 community members and local partners.
