On January 20, 2026, City Council adopted amendments to the Downtown Development District code (Appendix A of the UDC) with an effective date of July 20, 2026. The proposed amendments clarify minor inconsistencies identified during the previous adoption process. The current proposed UDC (shown here) was considered by City Planning Commission the March 10, 2022 public hearing. At that hearing, Planning Commission recommended that the proposed UDC be considered by City Council at a future public hearing. Alabama state law requires at least two public hearings for adoption – one with the Planning Commission followed by one with the City Council. The draft UDC may be revised during the City Council review process. Information about City Council Hearings can be found on www.cityofmobile.org

During the City Council public hearings in late 2021, several changes were proposed to the UDC. To reinitiate the formal adoption process, the current proposed UDC will be reconsidered by City Planning Commission at a public hearing. Alabama state law requires at least two public hearings for adoption – one with the Planning Commission followed by one with the City Council. On April 1, City Planning Commission recommended the draft UDC articles to City Council. It is anticipated that Council will convene multiple meetings to discuss the UDC and take public comment prior to voting on the ordinance. Last week, the Mobile City Planning Commission held its first public hearing to hear public comment on the draft Unified Development Code (UDC). Thank you to everyone who provided written comments or spoke at the hearing.
